NEW YORK CITY -- Mayor Michael Bloomberg instituted a new city ordinance today mandating that every resident of New York must wear at least one item of leather or vinyl by 2004 or risk being severely fined.
    "All Manhattanites must wear at least one item made of leather or pseudo-leather. Preferably pants," said the Mayor at a press conference. Bloomberg also instructed city police officers that shoes only is "kind of cheating".
