RAMALLAH -- Chairman Yassir Arafat is reportedly considering appointing a Prime Minister for the new Palestinian government. Arafat is however undecided on whether or not the new officer will retain an "of terror" honorary at the end of his title.
    "Ministers denominated 'of terror' have a long history of improved effectiveness," said a political analyst. US officials say the proposal is interesting and may lead to a more solidified Palestinian state.
    "The Prime Minister of Terror shall fear no mortal enemy!" declared Arafat at his compound. "His sword shall cleave all but the spirits that bind us."
